I prefer running them on your own as the goal is to have a distributed
network. The more power single operators have, the more vulnerable the
network will be. Attacks also have more impact. There are certain
countries (e.g. Germany, USA) that have many relays and many other
countries that have not a single one. Operate them at places where not
many exist, e.g. countries that have no (exit) relays or in ASNs that
don't have some.
