The answer, from my observations, is that Tor Browser's download function
operates via the Tor network,

The downloads may go faster than browsing because browsing is more greatly
effected by roudnd-trip trnasit time than downloading is.  Web pages also
often involve many components that must be downloaded seperately.

The warning before downloading -- is confusing -- but was probably placed
there in case the user either chooses the "open" action or has configured a
default application to automatically open when certain types of files are
downloaded.  In the last two cases, the user is exposed to the risks
described in (d).

The short answer, I think, though, is Tor Browser downloads occur over the
Tor network.

        I don't think point d there has anything to do with the issue Jic J
was getting at. (none of the points in that page actually have, as far as I
can tell)
