A relay operator on #tor irc channel also reported seeing these (unless
that was you). It's harmless -- it basically means that some client sent
you a malformed (too short) create cell.
It's possible that this is a bug in our Tor client code, but I think
it's more likely that somebody else is working on a Tor client, and has
a bug in their code.
Since there isn't really much the relay operator can do about it, we've
downgraded the warning:
