i have to sleep now but i tried again and tor works again. i don't think it is tor since  the 9001 traffic seemed to be blocked after a few mins. block for several minutes than release, seems to be the strategy, except when they know it is Bad in which case block altogether. maybe tor needs to randomly change ports. ideally, it should tunnel over http (or at least port 80).

ps. tried playing the video at http://www.ntdtv.com/xtr/clips/ebrief/12092005-1.ram - the ram file downloaded through tor, but of course realplayer isn' tunnelled and couldn't reach the site and crashed with a General Error.
