Which related functions? Tor doesn't really care what timezone you're
in, and C's time_t is in seconds since midnight UTC January 1st 1970
anyway, so no time zones there.

Know your timezone and a calculator (unless you can do additions and
subtractions modulo 24 in your head :)?

my guess is that you are in PST, which is currently 8 hours behind UTC.
