this appears to be a different issue. In my case tor perfectly looks at
the right place for the geoip file. Intentionally setting GeoIPFile
option to an invalid path leads to an expected error message:

[warn] Failed to open GEOIP file /usr/local/share/GeoIP/foo.bar.
