No longer able to connect to hidden services

Despite having been able to do so in the past, recently (past couple
days or so) I've become unable to connect to any hidden services
within the timeout period. This includes connection to
http://6sxoyfb3h2nvok2d.onion/ (the hidden wiki).

When attempting to connect, I get the following error:

-------
Jan 05 10:23:21.003 [notice] connection_ap_handshake_attach_circuit():
Giving up on unattached conn (60 sec old).
-------

Is this due to increased saturation of the network and/or the recent
addition of low capacity nodes by any chance? Or is there some other
problem with the network?

Increasing the CONN_AP_MAX_ATTACH_DELAY to 180 in circuituse.c gives
errors of the following variety:

-------
Jan 05 10:33:48.937 [notice] circuit_send_next_onion_skin(): Tor has
successfully opened a circuit. Looks like it's working.
Jan 05 10:34:03.001 [notice] connection_ap_expire_beginning(): Stream
is 15 seconds late on address '18.244.0.188'. Retrying.
Jan 05 10:34:03.001 [notice] circuit_log_path(): circ (length 3, exit
triphop): ned(open) hexten(open) triphop(open)
Jan 05 10:36:26.001 [notice] connection_ap_handshake_attach_circuit():
Giving up on unattached conn (181 sec old).
-------

I see some magic numbers in connection_edge.c in
connection_ap_expire_beginning(). A 15 and a 45 second value for
timeout of streams and rendevous.. Increasing these values just has me
waiting for the duration until finally getting:

-------
Jan 05 10:44:48.001 [notice] connection_ap_handshake_attach_circuit():
Giving up on unattached conn (181 sec old).
Jan 05 10:44:48.001 [warn] rend_client_desc_fetched(): Failed to fetch
service id '6sxoyfb3h2nvok2d', and not in cache. Closing conn.
-------

Is anyone else experiencing these problems? I'm using tor 0.0.9.2.
