Too bad "ContactInfo email_address" in torrc isn't "ContactInfo
email_address gpgkey" or alternatively 

ContactEmail x@y
ContactKey numbers

There is currenctly no safe way to be contacted by the Tor gang and
this is a problem with your idea.
