Try clicking "Use a New Identity" in Vidalia and see if that behavior persists.
It may just be that Tor is using that exit because you've already built the
circuit and it's still available. It may also be that you chose a high-capacity
exit which Tor has a decent chance of randomly selecting for other circuits.
