Can't seem to relay once I upgrade



On a Windows Server 2003 box, I can't seem to now relay.  I was before but after upgrading to 0.1.2.19, I can't.  I can be a normal client though.  Any ideas would be helpful.
 
System:  Windows Server 2003, Vidalia 0.0.16, Qt 4.3.2 Tor 0.1.2.19.
 
Error message: Vidalia was unable to apply your Server settings to Tor.  Control socket is not connected.

Relay:  Relay Port 443; Directory Port 9030
