That is not the case. You can still download Tor without the Tor Browser. Especially for you (no, not really, you just brought it to attention) I wrote the chapter https://trac.torproject.org/projects/tor/wiki/doc/TorifyHOWTO "UPDATE and WARNING". Do also read "examples and reasoning".

It IS "solved". The answer is "not recommend for most people right now". Unfortunately that what you are asking for is not easy to do. I wouldn't expect it to be done in near future.
