[tor-talk] Difference between "torrc" and "torrc-defaults" file ?

When I go in a TorBrowser installation into folder

TorBrowsr\Data\Tor\

then there are two torrc files which seem to be used:

"torrc"

and

"torrc-defaults"

What is the difference?

Are both used? In which sequence?

Which statements have higher priority?
