Currently, when constructing circuits, Tor only takes IPs and the
voluntary MyFamily statements into account: In one circuit, no two
relays will come from one /16 (blocks of 65536 IPs) or from within
families, ie. relays that list each other as "part of the same group".

It is hard to make additional decisions for all Tor users and across all
threat models. For some, it might actually be more useful to stay within
one country's borders. For others, you might want to cross multiple borders.
