the check wsgi script starts with apache just fine. The issue is tordnsel
requires root because it opens a ton of ports under 1024. We don't
autostart any root-owned processes. And frankly, there is no maintainer
for tordnsel to fix the permissions issue.

Rather than wasting time fixing the tordnsel issue, we should be working
to drop check altogether.
