Step one is to go through the "getting up to speed" items at
https://www.torproject.org/documentation#UpToSpeed

There's also plenty to look at on https://www.torproject.org/volunteer

Step two is probably to hang out on IRC (both #tor and #tor-dev) and get a
sense of what's being worked on and what people are having troubles with.

As for suggestions, you should pick the bugs or missing features that
are bothering you most. :)
