LDAP: no, i don't think.  HKP: yes, as that is just HTTP (or something).

just define your http_proxy and https_proxy environment variables
(e.g. if using polipo:
export http_proxy=127.0.0.1:8123
export https_proxy=127.0.0.1:8123
)

now, there is something else in GPG's settings... yes, use this option:

- --honor-http-proxy
(for command line) or

honor-http-proxy
(in gpg.conf)
