[tor-talk] Tor2web's Tor experimental performance tuning

Hi,

we tried to work on some experimental Tor's performance tuning for a
Tor2web node.

The tuning has been documented here:

Maybe those are completely broken, maybe are useful and valuable.

We'd appreciate a feedback on it
