I am of two minds. On one hand it seems underhanded to not alert the
user. On the other hand, you are able to disable the plug ins so who cares?

A Tor user only notices that switch by seeing this grey icon flash. But that icon only appears at sites you visit with e. g. provided flash it can play but can't (grey). It seems you have to open the Tools Add-ons plugins tab while browsing to see that switch in time.
