Governments, Intel, LE, some corporate types, dark secrets and money.
The ones, and compartmented parts of them, that need more exploits
than their current, often parallel, capabilities and efforts already have.
And a likely lesser set of users / devs that simply need to know [sooner].

Perhaps $1M worth bought on markets globally every month.
