[IMPORTANT] toplevel README etc

Hi folks,

I created TODO, README, ABOUT, Changes, STATUS and INSTALL files in the
root source dir. Please have a look at them (esp. the README, STATUS and
TODO ones).

There's also some problem with the ABOUT text: Who is an active PenguinPlay
developer right now??

I'm sure with
	Adrian Ratnapala (ppg2d, general Gfx)
	Stephane Peter (Net, Responsibility ;)
	Nicholas Lee (Web, propably event system)
	Henti Smith (Web)
	me (PenguinGUI, PenguinFile, a little ppg2d)
