It was PERCEPS (http://friga.mer.utexas.edu/mark/perl/perceps)

I havenīt tested it yet, but it seems to be very powerful.
According to its homepage it generates some "general" output and accept
kinds of plugins for each output format. It comes with an HTML plugin, but
TeX, RTF, manpage, plain text etc are also possible.

The current version... "contains many new features that make PERCEPS 
the most versatile, extensible and powerful documetation system
available. New features include support for standard C, including
documentation of non-class items such as functions, globals, typedefs, and
macros, support for nested classes, custom sorting, recursive directory
searching, and more!"

The HTML generated by it looks somehow strange, but itīs functional.
