[pygame] updated win32 dependencies

for those of you building your own pygame versions on windows...
i've just updated the win32 dependencies package. there is a
fix in the way SMPEG is compiled. this lets you do nice clean
MP3 playback, as well as audio during MPEG movie playback.

go ahead and download it from:
http://www.pygame.org/ftp/win32-dependencies.zip

this will be included in the windows binaries for pygame 1.2
which is coming soon. if you want to play with it now, grab
these, extract into your pygame source directory and run
'python setup.py install' again
