[pygame] PyGame Particle Library v0.1

Using what I learned with PyRockets, I started the general particle
library project. It doesn't have much content yet, but I'm putting it
online as soon as possible to get feedback about the implementation and
APIs. Constructive criticism is especially appreciated. ;-)
