RenPy http://renpy.org a free, open-source scripting language and environment, built on top of pygame, but which can drop down to python code for special needs. It is mainly used as a graphical interactive fiction engine, mostly for romantic stories, but has a real-time mode for Player vs Game play that has been used for combat games and simulations. I've never seen it used with 3D environments, but expect it could be done; all the RenPy games that I've seen use 2D backdrops. They can look very 3D, but are 2D animations on zooming, panning scenes with new backgrounds loaded on cue.

Some of the stories that have real-time combat use it for just part of the story, basically triggering the real-time stuff at a certain point and continuing till you have either won over the opponent or been killed or found certain items, then the main story either continues or ends. But I expect it should be possible for a RenPy story to use real-time stuff all the way through. That way the RenPy engine would be used to move to different "rooms", keep track of stats and skills, and manage levels.

I wonder if it could be used for multiplayer... You'd have to ask Tom, the guy who is main developer. You could ask at the forums:

    * RP with a storyline and character building
    * PVE
    * real-time combat and movement (not turn-based)
    * melee-range-magic
    * not too deep in stats or skills
    * plans for network co-op a plus
