[pygame] SDL-ctypes website and snapshot

Hi guys

Another release of SDL-ctypes:  http://www.pygame.org/ctypes

Biggest changes:
* Repository now at svn://pygame.org/svn/pygame/branches/soc-ctypes
* User manual in doc/ and at website
* Access to array data for all SDL.video functions and 
SDL_Surface.pixels via slicing or NumPy.
* Version compatibility for SDL 1.2.1 through to 1.2.10
* A couple more test programs ported: testgamma.py and testpalette.py
