Mac OS X "Seashore" -- free, opensource, based on Gimp. It has fewer features than the full Gimp, but it has an entirely different user interface that's super-intuitive and 100% Mac OS X. For doing icons, the only thing it doesn't do is draw thin lines between the pixels, what us Mac oldtimers call "FatBits mode." But it does do layers and blending.
