(A new SDL 1.2 release seems very unlikely now. Also, the pygame 2 branch using SDL2 is already very close to being done.)
It's time to do a 1.9.5 release (the last SDL 1.2 release).
Whilst travis and appveyor robots finish all the builds for a 1.9.5.dev1 release, I'm checking off the checklist item:
"announce intention to release on mailing list."

If you have anything you'd like included before the release (and can get it done very quickly) now is the time.
