[pygame] Particle Editor

I found a "Scorched Earth" (tank game) variant called "Scorched Planets" 
at <http://scorchedplanets.com/>, and was pleasantly surprised to see 
that it comes with a particle-effects editor. It shows you what a 
colorful particle effect looks like, with various controls to play with 
it, and saves in plain XML. The tool might be useful for something.
