The stable release of pygame (1.9.6) isn't built for Python 3.8, so pip tries to build it from source, which fails. There are three options to work around that:

1. Use Python 3.7 for now

2. Install a pre-release version of pygame 2, with "pip install --pre pygame"

3. Get the necessary tools and libraries to build it from source - see https://www.pygame.org/wiki/GettingStarted#Installing%20From%20Source . This is probably quite a bit of work on Windows.
