You can download them from the sites listed in the README.txt.

That's possible. If Ubuntu does not ship them you might have to install your
own ones from scratch. You also might try to use the shipped versions first
and see if they work for you.

Except for SDL itself, the other libraries did not have that many changes in
the minor versions, so that you probably can skip building them yourself.
