I suggest that you should use ATutor.  http://www.atutor.ca
Accessibility standards for persons with disabilities are implemented
in ATutor while Moodle developers are  lagging in implementation of
these standards.
I use ATutor the last a couple of years and it is great platform with
all needed features and modules that you may need.
