I have a colleague who is looking for an open source communication tool. (see below) I have provided him some suggestions of how he could combine forums and wikis to do what he wants. but perhaps somebody has a better suggestion.

The court here has established a "civil judges intranet web portal" page named "Blackstone." (ok ok)
The purpose of the page is to provide quick access to useful materials for the civil judges. Right now the civil judges often use blanket e-mails to all judges to obtain quick answers to various questions. That process works well, but the questions and answers are not preserved in any way, etc.
There are some "chat" HTML back side programs around, but all seem pretty clunky and seem to require "checking in" every now and then - something the judges are not prone to do.
The idea is to find something that would work like blanket e-mail, but also archive and fully index selected threads of discussion for later reference and retrieval.
I've thought about Outlook newsgroups (all court e-mail is on a Microsoft Exchange Server) - or even manually "saving" some threads, converting to PDF, and putting up on the site in searchable form. But am wondering if there might be a neater open resource solution to this particular knowledge management need?
