Given that education has no money, and that we as teachers have very
little time, why worry about making a "New Improved" distribution. That is
a full time job.
My Opinionated View: Pick a Distro, Learn how to Install it, Teach Others.

I'm an old slackware guy, and still use it in my servers. There are
simpler distributions to install on workstations, particularly in a bulk
fashion.
Terminal servers are also good solutions with low end pentium
workstations. (which businesses are donating for free.) We run about 2000
SunRay appliances here in our small city in two school divisions.
It all depends on your talent pool. Teaching others to make things work is
really the key, IMHO.
