Just so you know, the CVS instructions you have for anonymous access at:

  http://www.opensis.org/cvs.txt

Show the following command for checking out the archive:

  cvs -d :pserver:anonymous@206.106.0.240/home/cvs/opensis co opensis

That CVSROOT is not valid, it's missing a colon before the path, it
should read:

  cvs -d :pserver:anonymous@206.106.0.240:/home/cvs/opensis co opensis
  

The checkout will fail without the trailing colon.
