K12Admin translations

I'm going to hold off on asking for more translations for K12Admin for a
couple of days.  After discussing some of the issues with Odile, I'd like
to get the following done first:

 * Adding context hints to the strings database (this has the added
   benefit of allowing different translations for the same english word in
   different contexts).  I've already added this feature to my getstr
  subroutine, but it needs testing, and I have to add the context hints in
  where they are required.
 * Adding more strings to the database.

I would still like to know if double-byte characters work, though.  Kokin,
if you wouldn't mind just entering in 1 or 2 Chinese translations and
testing them for me, I'd appreciate that.
