This is what a slovakian friend of mine could figure out. The

I'll try, although I do not understand every word, I can get the
content more or less.

I believe, that "svetovy splet" is world wide web.... Oh yes, they
confirm it on that page. It is very funny way to say it though... It
about some survey from University of Ljubljana about the use of
internet, that should help to develop internet in Slovenia.
They are asking you to take part in the survey, guarantee privacy,
etc, etc...

Hope this helps. If you want to participate in the survey, let me
know, I can help you with the questions,  but my feeling is, that it
is socialogical and phsycological survey of internet use in
Slovenia.
