Sorry for the delay.  Take a look at
<http://wx200d.sourceforge.net/>,
<http://wx2000.sourceforge.net/> and
<http://gwx.sourceforge.net/>.  You could also look at
<www.rongage.org>.  These are for taking input from weather
instruments.  As for displaying the data on a webpage, I'd go to
Freshmeat.net and search on "weather" to see if there's anything
already written to get this info on a webpage.
