There may be programming involved. For C/X-window window based programs, the easiest way  is to do a localized version of the program. If you know english and know some C programming, this is closesest to direct language translation.   A better way is to use i18n/locale mechanism. Recent gnome and kde have very good support to this, but many projects on seul predate those two, so this way requires more work.
If the program is based on scripting languages such as perl/python what have you,  then your mileage varies.

Above mentioned complexities are concerned with PROGRAMES that are of universal nature, such as chemisty periodic table exercises, etc.  If you are talking about education materials, such as  vocabulary work scheet, obviously teaching Chinese is very different than teaching English and the like, and I don't expect English language exercises programs can be translated into Chinese at all.
