Some lists that might be helpful are:

debian-devel-announce@lists.debian.org
      debian-mentors@lists.debian.org
      win32@lists.debian.org
      debian-admintool@lists.debian.org
      deity-digest@lists.debian.org

The mentors list may be most important.  As you have heard me mention
before, debian-devel should be kept free for active developers of
packages. People wanting to learn about maintaining packages and the
debian package process should subscribe to mentors.  

Debian has a web page off their main site that makes it easy for you to
subscribe.  Follow the support link.
