depends on what you need; you may find some items of interest hanging off
of the Undernet home page, http://www.undernet.org/

channels are created when the first person joins them and cease to exist
when the last person leaves them. The first person to join a channel is
automatically given channel operator status by the server; other than that,
the only way to get ops on a channel is to get them from another operator.
The only way to log a channel is to have a client connected and on that
channel for the explicit purpose of doing so. Since such a client would
be considered a (ro)bot, you need to check the MOTD of the servers that it
uses to make sure that that server permits them, or risk being banned from
the server.

Common-sense things: never op someone you don't trust; always identify
others by their user@host, never by their nickname; and don't tick off the
IRC operators ;)

undernet looks to be a useful site. take a look at it.
