SEUL: Generic comments page

I just had an idea for a comments page: put in lots of hooks for titles, text, etc, and set it up to be completely configurable from the URL.  In the case of the survey, for instance, you could put a "Comments?" link next to every question, with details such as the section and question #s, the CVS revision number, and whatever else seems relevant.
