SEUL: SDOC.HTML: First draft complete

Hi all,
     Just a quick note to say that I posted the first complete draft of
the proposed sdoc tags for perusal and constructive criticism at
http://www.seul.org/research/sdoc.html
     I tried to keep things as consistant and as simple as possible to
keep it as workable as possible, but it could still use a fair bit of
work I'm sure.
