Comment:

 Writing up a set of rules would encourage jerks to engage in lawyering
 about what the ''rules'' say is permitted.

 I don't believe that anyone who hasn't figured out how to behave within a
 week or two of watching what other people do in Trac or by e-mail or on
 IRC, and how people respond to their behaviour, will suddenly become less
 obnoxious if they are given a list of rules to follow.
