Why so complicated? Why do you want to go through the hassle, getting Tor
Browser into Debian?
Getting Tor Browser into the Tor repository, should be an easier, more
realistic task, which could be done in near future? I think it's also
required preparation for Thandy. Tor/Vidalia/etc. are already in the Tor
repository. I don't understand, why you want to go a special way for Tor
Browser.
Leaving the distro packaging to the distros. They can pick it up, once
it's in the Tor repository. If Debian wants it, they have to get
interested themselves.
I also believe, that the following statement is true.
