 Google has implemented an efficient binary updater:

 http://dev.chromium.org/developers/design-documents/software-updates-
 courgette

 TBB should use this.  The client side could be implemented in Micah's
 [https://github.com/micahflee/torbrowser-launcher torbrowser-launcher];
 the server side would presumably be a tor sysadmin task.
