 Tor 0.2.4.21 for Ubuntu 13.10, acquired from the repository at
 deb.torproject.org does not set its privileges correctly with AppArmor to
 access files in /var/run/tor. This causes Tor to fail with permission
 denied errors in these directories. I have attached an updated
 /etc/apparmor.d/system_tor file that adds the correct permissions.
