 If default bridges are configured and the network settings wizard is
 opened during a subsequent launch of Tor Browser, bootstrapping proceeds
 while the wizard is open.  This problem occurs because the code in Tor
 Launcher that configures default bridges also unconditionally sets
 DisableNetwork=0.

 Kathy and I found this problem while testing a fix for #11879.
