 I think this ticket is about having a GUI interface to express "I already
 have Tor running", but there are these env variables:
 {{{
 TOR_SKIP_LAUNCH=1
 TOR_SOCKS_HOST="host/IP"
 TOR_SOCKS_PORT="port#"
 }}}
 (but note #8336).

 Some of the other env variables that may be used are documented in
 #13005's comments.
