service was running locally by asking the client to connect to it and
 checking the response time?

 I don't think so.

 Tor
 SocksPort 192.168.100.100:9050 (Open for network)

 Client on network
 Connect SOCKS5 192.168.100.100:9050

 1. Tor's admin is opening a port only for network.
 2. Network computers are trusted to use Tor SOCKS.
 3. Other fucker(Outsiders) never know "onion service was running locally".
