Let me suggest some numbers for the intro circ lifetime histogram, based
on the normal lifetime of an intro circ (between 18-24 hours: see
`INTRO_POINT_LIFETIME_MAX_SECONDS`).
Here is the histogram suggestion:
`( [0 - 30 minutes), [30 minutes - 5 hours), [5 hours - 18 hours), [18
hours - 25 hours), [25 hours +) )`
The idea is that the first cell counts hyper-volatile or broken services.
Second cell counts unstable services, third cell (5 to 18 hours) counts
stable-but-not-quite circuits. Then the 18 to 25 hours cell counts normal
hidden services, and the final cell counts anomalous services with higher
lifetime than little-t-tor would ever pick.
Picked 25 hours for the right side of the normal services bin and not 24
hours, because `INTRO_POINT_EXPIRATION_GRACE_PERIOD` might make normal
circuits last a little longer than 24 hours.
